Will my plan work for membership?

I plan on dressing up in my cheerleading uniform with my big gymbag. And go to a random house and ask to use there Home phone to call my mother to pick me, but Instad I would call Runescape and get a membership pin. Would my plan work?

I need to upgrade my account, but dont have any money.

It depends on whether she has a premium plan. When I had my home phone I wasn't allowed to ge membership by my home phone because it said "You need to upgrade" or some crap like that. Cell phones are another story though..
