I could do 1-hour free mining, then see how you want to allocate your 30m.
I prefer mining but would do agility.

 

1-50 Agility

 

1-55 Agilty + quest Priest in peril
1-35 Mining

 

1-45 agility

1- 45 mining

 

30m will get you 60 mining

 

1-60 agility

 

1-57agility or 1-61mining or 1-55 runecrafting
