Banned from a Runescape Private server while using VPN - Still can't make a new account

Ok so I was banned from a Runescape private server and I was using a VPN. Tried to make a new account and it would not let me.

The VPN worked when they muted my accounts. I would log back in and then I could speak again.

Does anyone know a way around this? How can they perm ban me? I even tried a hotspot on my phone and it did not work?

Any tech gurus enlighten me - may be a small reward if there is a workaround.

EDIT - have tried new MAC address on VPN as well as deleting files with the names Runescape, Jagex and the name of the Server. No luck.
