Why would a RuneScape's Official Website have a place that asks for your login details and a PIN? Also, I never used this computer on Runescape. It's my brothers computer he lives like 3 hours away from here.

If it was hacked the "hacker" wouldn't make a page where you put in your bpin etc because that would already have access to the user database where they could just decrypt all the information there...
