says i already have a account with this IP address

When I tried to make a account it said I already have a account with that ip address? not sure if I've ever had a account on here before. This is a 5 month old computer and I'm running the internet off my hotspot on my iPhone lol. I was a hardcore gamer when I was young which I'm 28 now and haven't really gamed in over 8 years id say so not sure why I'm getting this error...could someone help me make a account?

I don't believe ive ever made a account on here and the username its saying is associated with this ip address is a username I have NEVER used in my life or ever would for that matter lol. I'm just trying to make a account to rent a staking account for runescape is there anyway I can get some help?

 

Try going off the hotspot and registering using regular WiFi or internet.
