And where is it stated that it is required for a customer to give him a vouch for him to complete his/hers order?

 

That's like if I say powerleveling for gold. It's not required to pay me lol.

 

I think what he meant by " for vouches " is that he is doing free service to build a reputation. It was never stated that a vouch is required after the service.

 

The title should be. Doing free leveling. Everyone knows vouches are encouraged.

 

Still doesn't change the fact that he didn't say a vouch was required.
