Reporting BlackBasses

This isn't exactly a ;scam; but he's failed to do what he's said, and then once I asked him to reevaluate his terms, he failed to comply once again.

Explanation of the trade: Two NMZ accounts for 11.5M each
How they scammed: Said he would complete them within 24 hours , then I messaged him 27 hours later and they were not even started, so i messaged him again and he started them yet they're not halfway finished after 36 hours of time.
Proof that it's their Skype: Removed due to having my email in it
Skype profile ID & conversation pictures: Everything is pretty much listed in the screenshot above.
Other relevant trade screenshots: None
Other relevant information - I would like a full refund via BTC as I sent him 11.5x2= 23x 1.18= 27.14 which he valued the GP at. The accounts were not finished in a timely manner and he's offline after promising 24 hours, then re-promising "starting in a few minutes", 12 hours ago when it only takes 4 hours to do 1 account, so even if he's doing 1 account at a time it's 8 hours max.

Would also like to point out both accounts were logged out in the same exact spot with the same exact stats, so I assume the accounts were botted and I want nothing to do with them. (Yanille, while no quests that are required are in yanille, nor are any stats that you can train in yanille).
