246qp refusing to refund

Unfortunately I need a staff member to resolve this situation:

246qp and I had negotiated a deal for him to do a number of quests for a payment of 10M. As we had done a similar exchange before, I felt no need to wait until after he had completed quests to pay him, so I gave him 10M (the entire service cost) upfront.
Upon logging into the account, he realised I had no items for the quests, and told me I'd need to retrieve those myself before he starts the quests. I did not know this was necessary, and so I asked for a refund, as I'm not prepared to gather all of the items for the quests. He refused to refund me, which resulted in an argument, and I'm now asking for a member of staff to defuse the situation.
