Paypal Limited

Hi my paypal just got limited again, Im about to ring them up, but just wondering whats the best way to go with this? it's the second time its happend for no reason, I think this time it was because they think someones hacked my account.. Has this ever happend to anyone else and how did long did it take to restore the account?

Anyone know how long the funds that I paid to get reflected back on the account (I payed through paypal balance)?
