I've reported this IP before however it was declared not a home IP. It seems to be something he can access regularly however. It was used in banning http://www.sythe.org/report-scammer-archive/1737807-ravlen-ban-evader.html suggesting that it's the same person using it over and over despite it being a home IP. If you look at Safe Services' IP audit, it's almost constant VPN usage as well.

If I recall correctly, this user/vader has tried to/sold a number of accounts in the past similar to this one as well:

Judging from his name his original intention was probably to open up some form of service as well. Meanwhile a few of his previous profiles have been banned for cleaning accounts he was performing services for after he managed to get a couple customers.

Guessing location will be the same as well.
