Need help identifying a program!!!

Hey,
i really needed a hack to hack computer administrators (so i can download unlimited things from the internet of course) and this guy said if u get lvl 50 in Str, Attk, Def, Prayer and Fishing, (on his new account i made 2day) he would give me a program to do so.i said 'just incase ur scamming me,send a pic with the name of the program cut off at the top' so he sent me it. here is is...

No ive tried lots of websites and with the exact same thing, but whenever i type in 'mkdir temphack' it says 'Access Denied' on a new line
