RS Mod chat universal?

RS moderators show up on chat with a silver crown. If I see their chat and all settings are set to off is this them speaking directly to me or is this just a feature that allows whatever a mod says to be received by all players?

 

Them just talking in general speaks over everything.

Most annoying thing ever.

I loved walking up to bots while they are WC'ing and I assume it was in the script but as soon as they saw text from the silver crown they would log out.
