Attempting to unlock/Create new account

Hey there, finally realized I can open a dispute without having access to an account.

I'm attempting to make a new account because I do not wish to use that one anymore, but if i'm not allowed to delete that one and make a new one, i'll gladly take access back to that. I am the original owner of that account, and can respond via email to prove it is me. The reason i cannot access the account is because your recovery email service will not go through after 1 week of spamming send recovery email a few times a day. Thanks ahead of time!
