What are like the best items out right now? Stats required? How much would buying all the best gear cost or what would be needed to earn it. Other than that best rares to get?

gear - go get superior elite void and use it at any place where you do not have 100% accuracy, e.g vorago.
other than thatyou'll want to use t90 gear - cheaper than t80 gear but degrades to dust [nothing]. T90 repair costs are slightly cheaper than t80 gear depending on where used, if you use it at bossing, it is most definitely cheaper.
T90 gear - sirenic (range), tectonic (mage) , malevolent (melee)

Cape slot: Comp/Max/Kiln Capes/Skillcapes/Obby Cape (Only Obby cape can be bought)

Ring Slot: Ring of Death/Asylum Surgeon's Ring/Onyx Ring (i)/Sixth-Age Circuit/DKs Rings (Death and DKs Rings can be bought, Onyx needs to be bought then imbued at Mobilising Armies to have stats)

Amulet: Amulet of Souls/Blood Fury/Fury(t)/Fury/Dragon Rider Amulet/Glory (Only Dragon Rider can't be bought)

Boots: Glacor Boots/Nex Set Boots (Can both be bought)

Gloves: T90 Power Gloves/Automaton Gloves/Nex Set Gloves/Barrows Gloves/Warpriest

Aura: Penance and Vampyrism are both sweet for combat

Pocket Slot: Subjective. Collectors Insignia, Signs or Porters, Scrimshaws are all valid choices depending on what you're doing.
