Untradeable to Tradeable Bonds?

I received about 5 bonds, however when traded to another player they become untradeable and can only be used for membership. However, if I pay 10%, I can make them tradeable again, does this mean that after paying the 10% fee I can turn around and list that same bond for sale on the G.E. for their actual price of 1.2M or whatever?
