Wish Ban Dispute [2]

I was previously banned for (http://www.sythe.org/report-scammer-archive/1797141-wish-scammed.html) because of a mishap/miscommunication between the seller and I. At first, I did not want to pay the seller because although he provided the gfx, it was not what we had talked about. He said that he would have the signature and avatar animated but the graphics he supposedly sent me were just regular text. But regardless, I would like this to get resolved so I decided to cancel the dispute on Paypal and allow the $15 to be sent the the seller's email. Proof provided below.
