That's not too bad, still a bit cheaper than when I did 96-99. It cost me about 215m. Overloads are definitely the recommended method though regardless. I guess it just depends on how patient you are about getting 99.

Back in my day, it was 81-99 with brews. Maybe you can make overloads and use them to make back the money?

 

Make overloads. I made adrenaline pots up to 96 and then 500 ovls (6) to 97. (I made 27k adrenaline pots l0l0L0)

Too bad

The smartest way would be to plan your ovl production. I made extremes from around level 80ish. Kept doing the next one until I levelled, and then rounded them up nicely. I also made a few extra extreme magics/rangeds as you often use them outside of overloads (in my case).
Then, when I hit 96 that way, I made overloads until I levelled to 99.
This way, I was pretty much guaranteed extremes/ovls for as long as I would've played.

Overloads without a doubt, no amount of overload pots equates to too much, they can be used to do such great things, and are involved with the superior money making methods. I wouldn't consider anything else, just my opinion.
