When a player has been banned for cheating (via VAC or Overwatch), all Skill Group adjustments from that player's recent wins will be reverted for their partied teammates as well as their opponents. Using cheat services to boost is redundant because after the the hacking booster is banned, you will lose your rank and money. That is why it is safer to use legit boosting, without ANY hacks.

If you are on a newly authorized device that has not been Steam Guarded for 7 days you will receive a 7 day restriction from trading and the Community Market, so your skins/items are 100% safe when your account is getting boosted. Source
