Actually lilacs htx may be right tablo states that the pets are inactive and secure which means the accounts are indeed stolen but the owner is in inactive

Active= current owner still plays neopets frequently
Inactive= current owner does not play anymore and has been away for over 6 months to a year.

So by him saying the pets are inactive and secure means he went into the inactive account and secured the pet himself . Which means the pets are from phished/stolen accounts . But that does not mean they are not safe with the right securing it could make the pet a little more safer but that doesn't change the fact the pets are from stolen accounts.
