Grand Master

This guy is commenting on all the Newcomer's buying threads, offering ridiculously low prices.
He's ignoring any requests for a MM, ignoring my PMs about buying in bulk, and imo his website looks like it could be made in about 10 minutes.
http://goldgasm.tictail.com/ ($290 for 1b? Riiiiiiight)
Not to mention he's offering to buy between 0.35 and 0.40
http://www.sythe.org/runescape-3-buying/1696556-ggs-gold-buying-shop-0-35-0-4-m.html
And selling as low as 0.34
http://www.sythe.org/runescape-3-selling/1696558-ggs-gold-selling-shop-0-4-m.html
Is this enough to warrant a TWC?
