Reason:

if they were "partners" shouldn't shasta be responsible for paying back Kizzi's debt?

The scam wasn't related to questing services, it was an entirely different trade of just 07 - PayPal so the team member isn't liable as it had nothing to do with the partnership for the quest shop.
