Yes, you can have as many chaotics as you like as long as you have the tokens to purchase them

You can have as many as you want, but once people have like 3 of each they just usually use their tokens on xp or other rewards.

Yes but they do not stack, so pointless to buy more than one.

 

You can have more than one, but each one is a new 200K tokens, and will cost the same to repair, I'd save your tokens for the EoC when you can get an offhand rapier.
