still need to make my account and nothings happenings

I posted this and ryan said "requested" then someone put it in the archive. Can anyone please help me make an account every time i try the ip im using has had a sythe account on it... and everytime i shut down the comp and turn it back on the ip changes but everytime their has been someone banned with that ip...! Please help before throwing this in the archive :/

 

Have a little patience. As -Ryan said, the account creation has been requested. An administrator has to make the account, and they haven't had the opportunity to handle the request yet.
