Can't transfer (paypal) [Vouch guarantee]

Hello, before 2 days, i created paypal, cuz wanted to sell steam gifts here. Yesterday, i verificated my paypal with vcc, and had 56$ from other people. Yesterday @ night and today, then i want to transfer money for my friend, it shows:
You must add funds to your PayPal account before sending more money.
I want to transfer 6$, have 56$, and they wont let me. Today another guy sent to my friend and everything was succesful and fast. Any ideas?
