Question on Name Change Process

I have a question regarding the following method for display name transfer:

So step basically says 1. Change rare accounts name. So basically I change the name of the rare account to something random, thus making the rare name privately available to anyone who randomly chooses it (or is it unavailable to anybody for 28 days?).

Step 4 then asks us to change the rare account's name again. So then I change the rare accounts name, that has already been changed to something random once, again to a new random name.

Then once this is done I go to my main and change that name to the rare account's name that I changed 28-30 days prior (back in step one). Just wondering if I got this down straight, since it's kind of a weird system.

 

The rare name becomes unavailable to anyone apart from you, it is still tied to the account as the "last known username"

Once you change the name again to something random, immediately go and change name on your main account.
