Hello, On the 17th of December i have bought a CD-KEY that required a Russian VPN activation, the game turns out to have a region restriction even after activation, even playing with VPN i wont be able to participate in in-game achievements or play on any servers but Russian. I have made a Paypal dispute about it, saying basically it's unplayable and Steam will delete it from my library anyway in fey days (they already have) but they told me i will lose as i got got the game announced and there is no chance of me getting the refund, i also tried contacting them by email and online support but they don't seem to read it. I haven't escalated it to a claim yet, because i want to hear your answers that will help me in this and hopefully get this sorted.
I had the same sort of problem with this about a year or so ago now. Except they were fraudulent and scammed me £15. Only difference was the police were around my house (long story). Anyway, I doubt you're going to get a refund whether done through claim or not. PayPal don't cover virtual items.
You're better off trying to talk with the company. Unless you weren't the one to make the payment, you'll lose the dispute. However, if it's a Russian company, you should have expected a Russian key...
