Can somebody explain to me how the free trade works for low levels?

Recently I traded over 5m to a new starter pure of mine. I want to trade the money back but it appears I have a trade restriction. I hear it goes away but when does it go away specifically?

Recently (I'm not sure how recently), Jagex added a 25K trade limit to new accounts to deter people from RWT'ing. The only way to get rid of the limit is to add membership to the account. However there are some ways to still trade, one of which is by dying in the red portal at Clan Wars to your alternate account and then pick up the cash.

 

It goes away after you purchase membership I believe.

 

Superman is correct, however if you killed the other person in the Wilderness and collected the money on another account it worked last time I tried.

 

Just make sure you don't try to kill someone with noted items, they will not pop up fast enough for the person to pick them up.
