This new fire cape, called the "TokHaar-Kal" has double the Strength bonus of the old Fire Cape, with better all-round stats:

69 Summoning (Fruit Bat) Cost 15m more [you need 2k fruitfall scroll]
79 Summoning (Fire Titan) Cost 10m more [you need 2k Titan's constitution scroll]
88 Summoning (Unicorn Stallion) Cost 5m more [you need 2k healing aura scroll]
96 Summoning (Pack Yak)
