Multiple accounts from one IP

I'm trying to register from the University that I'm attending, but it says that two people are already registered, so I cannot. As I said, I'm currently connected to the WiFi at the University, and it is the only internet I can use for now as my home internet is shut off. Is there anyway I can get around this multiple registered users block, seeing as this is a public IP? I apologize if this isn't making too much sense, I'm not the greatest at wording things.
