Briefly explain the trade: Private server vote for $2-5

Basically he was paying people '$"2-5' to vote for his private server. It's been over 2 hours and I haven't received a penny. I doubted that he would pay me, but I thought it was worth a try.. As far as I know, this counts as scamming.
