some people buy prepaid sim cards in bulk from us/ca and make fake pps with vcc(same scheme they use to charge back) and buy via pa.

It's absolutely not possible to get away with what the guy claims. PA requires phone verification, email verification, etc. They won't let anybody get away with anything. I also know for a fact that you can't have multiple PayPal acc's. I personally got limited because of it. You also can't send on PayPal without a bank account and debit card. If he used fake information, he'd need multiple phone numbers, addresses, and fake credit cards/bank accounts. Paypal would catch this in a minute. The proof's all there.
