got perm banned in 24-Dec-2008 first offence can i get the account back?

Yeah you can get reinstate perm ban accounts back. I believe after they are banned for a year that's when you are able to do it?

If you appeal it and it get accepted you can get the account back.

Make sure you make the offense look like it wasn't your fault.
