i currently am trying to buy rsgp with my paypal which has 16.21 on it.. but i can't send anything because of no credit card or bank account. which i cannot get info of. is there any way to raise the limits without those 2?

 

No. Until you verify that information, that money is pretty much locked in the account. You will not be able to sell or buy anything until then.
