I can do it for 5m RSGP just need rage gear or strong melee gear and brews / restores and a good spec weapon (preferably d claws)

 

61 summoning is fine, I can do it with ruby bolts (e) and a spirit kyatt with around 200 scrolls, all you need to do is use brews for healing... lowered range lvl doesn't affect the chances of hitting a 500 with the bolt spec.
