Requesting a Trade with Caution for som99

I'd like to request that Sythe user som99 have a "Trade with Caution" stamp put on his account. On May 10th, I arranged to sell som99 10 accounts, all lvl 3's with rune mysteries completed for the price of 2m each.

Because I'm sure he wanted these accounts quickly and he seemed like a resonable guy, I PM'ed him the account infos... He responded back to me the following morning.

I was then on MSN the following day, at which time he did log in and I sent him several messages asking him to meet me for payment. He did not respond, so I waited until the following day. When I messaged him that day he immediately logged off (and has never been seen online again). I am consistently active on my MSN, and my pidgin messenger currently says the last time he was seen (currently) was 4 days, 11 hours and 53 minutes ago. I used an internet website to check if his msn was online at the time, and he was online- but appeared offline to me. Which leads me to believe that he blocked my msn to avoid payment.

I gave him the benefit of the doubt, and waited to hear from him. At this point I started to get worried, so I sent him two different private messages (neither of which I ever got a response from).

It is now the 18th, enough is enough. I was able to successfully recover all 10 accounts, therefore I cannot call this issue "scamming". But I do believe that som99 was avoiding payment, and doesn't deserve to be trading with other users here without them being cautioned. With that in mind, I would like to request that som99 be branded with the "Trade with Caution" until which time it is decided that it can be removed.

Got proof of this? also, screenshot the PM's, don't quote them. Must be original PM's, not the quoted portions.
