Scammed by Torvaa

I was buying 125m for 80c per mill

i talked to him on msn about the transaction, asking where to meet and what world.. he told me to send the money to a certain paypal msn, this being:: [email protected] as a gift which i did, http://img849.imageshack.us/img849/6976/110311222543.jpg
He then never turned up to the world && place that he told me to go (this being World 4 Lumbridge) , i have a few screenshots of the conversation over MSN - they are below:

He never turned up to give me my 125m.. i sent him a Private message on Sythe asking if he scammed me and he never replied..

I'm considering taking legal action against this person as it is classed as Stealing..
