How would I dispute this on paypal?

I'm not overly angered by this seeing how it's only 16.25 USD, however it would be nice to get this money back..

Note that I got him to send the money as a gift and he wrote in the following note:

Also note that he sent it using the "PayPal Mobile application".

To beging the dispute I am given 4 options:

• I have not shipped the item and I would like to refund the payment.
  
• I can provide proof that the item was shipped through an approved shipper to the address on the Transaction Details page.
  
• I have refunded the payment for this transaction.
  
• None of these apply to me.

Which of those 4 options would I choose?

Then after I click continue it tells me to enter the shipping address, "What best describes your transaction?" (Service, Intangible Goods, Buyer Picked up the Goods, None of the Above). Which would I select? Then it says to add additional information.. what should I write in here?

As far as I know, one cannot send as money as a gift through Paypal mobile.

Get him banned on sythe and and get proof that he traded with with you. e.g your thread.

Post that in paypal. You might win the dispute.
