Help setting up forums [layout, htlm5 code etc] and mentor Paying rsgp/PP

basicly says it in the title, i need sombody good with graphic design coding for the forums etc and mentor me lol. i have a domain name registerd and hosted by godaddy im sorta new at this and im willing to pay (cash/rsgp) will go first ofc to a trusted member.

although im new and i understand this but any other non trusted ppl will have the same chance to scam me, im not here to scam i just want help setting up the forums, sorta like these forums!
