    If you wanna bot without your IP being at risk your best bet is a VPS. A dynamic IP will draw attention to your ISP and you may have worse consequences then a r00nscape ban.

    VPS = Virtual Private Server

    But, I think that he meant a VPN. If so, a VPN is a proxy basically. You connect to the VPN, and all your traffic travels from your box, to the VPN, to the remote connection/site/computer.

    This is a good one: https://www.ultravpn.fr/

    Well, if you have two computers on one network, you can use the VPN on one, and your regular connection on the other; and, then, be virtually anonymous, but you might not be able to log into Runescape as other people are probably using the VPN that I linked; however, if you were to find another VPN(s), you would have a better chance of logging in.

    You could proxy into java applications easily. google it.

    Also, you can pay like $10/ mo to your ISP to have a dynamic IP addy

    I am not sure about how you would be able to "pretend" your IP is dynamic, but to answer your question about how often they change - dynamic IPs can change ranging from any time you reconnect, to your modem being off for 24 hours, even 6 months. It really does depend.
