Set up a Canadian account, you don't need to be verified to send out money, although you will have a send out limit, you can receive as much as you need, but you may only be able to send out like $10 at a time.

It won't let you make one if the information is fake. It has to be real. I wouldn't use his though, in case he try's to recover the account using his information, just do what I did and google all the information that it asks for.
