Over all here is what you do:

You send the person the money. File a dispute, and then cancel the dispute.

It's very easy and all over sythe, you can do it by going to the resolution center in paypal and following the instructions there. NOTE that claiming and cancel is not secure at all and doesnt actually do anything as people can make another claim over the phone. SO DO NOT COUNT ON IT.
