Peoples' understanding of the English language gives you a good overhead of

    A) I'm talking to a dumbass

or B) He actually knows what he's talking about.

I'll chime in more in depth later on.

It depends on what you consider to be mature.
Does maturity measure the extent of ones knowledge, the ability to gain knowledge, or perhaps how one applies his/her knowledge.

Maturity to me is merely the ability to substitute problem solving and compasionate examination for chemical instinct, which is also what sets us apart from animals.

I think it may vary among people. Most of it is based on your personality and i don't think its mostly a matter of choice. Do you choose to laugh at a fart joke?

I agree with Tyranic's point also. It doesn't so much have to do with age, but how you show yourself in public. I, personally, make a complete asshole of myself in public, but I could go and be just as smart as anyone else that is quiet and reserves their comments.

He was trying to make a point in saying how the aspect of maturity differs in different situations.

I make a complete ass of myself with my friends (worded that a little wrong), simply because I know that they know that I am actually intellectual.
