I was right! :D Go to attack skill tab and click on special in the side bar and the Vine Whip is in there now :o
Apparently that's where you get the Vine for the Whip Vine.

Right, definitely not 20 anymore, but the cb difference between 45 and 65 is only 5 levels. Is 5 cb levels worth Bandos and 25 more defense levels?
