HD1080p is a Scammer

I realize i posted this again, but i had put a bad title. Sorry.

He was going to sell me a level 200 rs account for $66.99 paypal. I sent him the payment and he allowed me on the account, but then after i paid he said i had to wait 5 days for him to switch the email over. After those 5 days he said for me to send him the change request and when i did he recovered the account. He told me to be patient and he would fix but i waited for multiple hours and he told me i owe him $250 for "harassing" him. Here is the pics i took:

That's the proof, i disputed it for a claim and paypal is looking at it right now.
