Why you think they are ban evading: In this report he links this PayPal which is the same name as a known ban evader. The name is far too uncommon to occur twice on this site.
Additional Evidence: In this thread he requests Canadian Interact as a payment while his resolved Skype IP leads to here. Also for reference [1] & [2].

 

He came clean to me through skype. Thanks for the great detective work anyway Also 7500$ is a stretch but regardless ban evading is ban evading.
