Legacy tutorial ready accounts

I was looking for some tutorial island accounts and I found out that there are some kind of tutorial ready accounts. Do these accounts only come with a login email and password but not the character created? Some of them even come with an email (outlook) but it's not registered to the account. Does it mean that the login email is that outlook email and then I can set a new email made by me as a registered email?

 

Yes, this specific account that I saw online is a tutorial ready account which is unregistered and comes with an Outlook email. So basically I have 2 questions:

1. This account only comes with login details (login email and password) and no character created, right? But are these accounts rested as well?

2. When he says that the account comes with an Outlook email but it's unregistered does it mean that the login is that outlook email and then I can set a new email made by me as the registered email?
