First of all, I'll compare the names.
Owen.W and Oween. Probably not much here.

But then compare the avatars.
The same avatar was used for both accounts.

Now check the IP.
In Korea, we have a lot of internet cafes, so there's a high chance that he registered in one nearby.

Also, I have even more convincing proof, but I'm not too interested in public shaming.
If a staff member posts here, I would like to send him or her the picture.
