If it's a debit card, I believe it's your bank or the card issuers number on the back of the card that you need to get in touch with to dispute the charge. Tell them you purchased a virtual item and never recieved it, they will give you the steps you need to take to try and reverse the charge.

The best route is to open a dispute with paypal anyway you can even if you claim it's an invalid charge than have the seller provide paypal with proof he gave you the item.
