Did Magic Shortbow Have 50% Spec In 2006?

Did it have 2 specs in 2006 or 1? like 60%

Pretty sure it was 35%... Since I remember it saying somewhere that if you timed it right you could get 3 specs in a row, making it overpowered for its time.

When the Magic Shortbow was first released, the special attack only used 35% of the player's special attack energy. This allowed for two quick shots, that—with enough luck—could allow a player to one-shot another player. This was said to be too "powerful", and Jagex changed it to the current 55% special attack usage.
