The Feud <---not sure if you can complete this on a level 3. Possible if you use ring of recoil + cast vengeance on me.

Won't be possible

You need to have the Ability to kill a level 75 Tough Guy.
Ability to kill a level 70 Bandit champion

 

I'm sure you can just kill them with Ring of Recoil and someone casting vengeance on me, a little bit o a hassle but possible.

I believe both recoil and vengeance don't count as damage, so you need to atleast hit 1 with melee/range/mage to complete. Not sure though.

 

Well I'm sure 1 hit won't gain me a level, I understand it's an odd request, if decoda decides to try it and it doesn't work, I'd rather him just stop so I don't gain a combat level.

 

I started researching the boss's and I'm having doubts this could work

Tough Guy can hit - 70 (approx)

Bandit Champ can hit - 110 (approx) , Which a skillers HP is 10

I can do it. With no doubt at all. Decoda has some doubt, so I'm sure I can save you lots of time, and expenditures (Decoda might use more required resources than me)

Why choose me? I personally have a skiller myself that completed Feud. I can prove to you in-game, or a screenshot on a 10 HPer Skiller.
